The invention provides a demand adjustment plan making system and a demand adjustment plan making method. The demand adjustment plan making system comprises an environment evaluation part calculating the discomfort time rate of a demander in an evaluation target period as the disadvantage degree; a setting valve adjusting rule storage part storing the relationship between a control setting value obtained when the control setting valve of a device machine of the demander is mitigated to the electric power restraint side and the disadvantage degree as the setting value adjusting rule; a setting valve determination part used for obtaining the control setting value corresponding to the disadvantage degree according to the setting value adjusting rule when the control setting value is mitigated to the electric power restrain side; an electric power evaluation part obtaining a presumption valve of the electric power restraint quantity which can be fulfilled when the control setting valve determined by the setting valve determination part is applied to a control unit used for controlling the device machine of the demander; and a setting valve prompt part notifying electric power demand adjusting companies of the control setting value determined by the setting valve determination part and the electric power restrain quantity presumption valve obtained by the electric power evaluation part. |
