[Problem] Provided is a structure that is not significantly affected by the heat generated by a light source when laser light is irradiated at fluorescent glass and fluorescent light is generated and that also has high long-term reliability as a result of having a small number of components. [Solution] A grating element 22 that is provided with: a support substrate 16; cladding 17 that is provided upon the support substrate 16; an optical waveguide core 18 that is provided upon the cladding; and a Bragg grating 19 that is provided to the optical waveguide core 18. The present invention uses the Bragg grating 19 to change the propagation direction of incident light E that is incident at the optical waveguide core 18 and then emits the incident light from the optical waveguide core 18. The present invention also produces white light by transmitting incident light through a fluorescent body.
