The embodiments of the present invention relate to a paging message flow control method, device and system. The method comprises: receiving paging messages sent by CN network elements of a plurality of operators; and when the RAN network elements are overloaded, performing flow control on the received paging messages according to a resource proportion. The paging message flow control method, device and system provided in the embodiments of the present invention improve the fairness of each operator service in MOCN networking.
