PROBLEM TO BE SOLVED: To provide an image forming apparatus that can suppress a variation in image density, a control method of the image forming apparatus, and a program.SOLUTION: An image forming apparatus includes: a photoreceptor drum 81 that has a photosensitive layer 81B on the surface of a conductive base pipe 81A; a charger 82 that charges the surface of the photoreceptor drum 81; a temperature and humidity sensor 100 that acquires at least one of temperature and humidity; an application part 200 that applies a bias to the base pipe 81A; and a control part 300.
