PROBLEM TO BE SOLVED: To allow terminal-to-terminal communication to be continued even when a frequency band which has been used in the terminal-to-terminal communication becomes unusable or unsuitable for use.SOLUTION: A base station device (E-UTRAN) 30 allocates a frequency band f2 which the base station device does not support as a radio resource usable for terminal-to-terminal communication, and transmits resource information specifying the allocated radio resource to a first terminal device 10 and a second terminal device 20.SELECTED DRAWING: Figure 1
