The present invention relates to a system for continuously steaming both ground rice and flour and, more specifically, to a system for continuously steaming both ground rice and flour, which enables ground rice and flour having different grain sizes to be steamed in one steam system. The present invention relates to a system for continuously steaming both ground rice and flour hydrates ground rice or flour hydrates water to the ground rice or flour supplied from a service tank, supplies the same to the continuous steamer, steams the same, and discharges the same to a cooler to be inserted in a fermentor in a cooled state.
