PROBLEM TO BE SOLVED: To provide a DC offset information decoder, an image decoder and a DC offset information encoder, reducing decoding processing with improved coding efficiency.SOLUTION: Among the syntax of DC offset information, a DC offset information presence flag depth_dc_flag is deleted.
