Disclosed are an apparatus and a method for generating a short pulse with a high frequency using an energy storage device. According to one embodiment of the present invention, provided are the apparatus and method for generating a short pulse having a high frequency and a desired width without an additional process. The apparatus includes: a clock generation unit generating a clock signal having a preset frequency; a pulse generation unit charging the clock signal at an ascending or descending edge of the clock signal and discharging the charged clock signal again to generate a pulse; and a comparison unit outputting a constant output value only when the pulse generated in the pulse generation unit has a value greater than or equal to a preset reference value.
