The present invention relates to a producing method of a perfume base and a cosmetic composition using the same and, more specifically, to a producing method of a perfume base not using alcohol and a solubilizing agent, and a cosmetic composition using the same. The producing method of a perfume base comprises the steps of: a) mixing a mixed solution including 20 to 40 wt% of perfume and 40 to 60 wt% of polyol in 10 to 35 wt% of water; and b) separating a lower portion by phase-separating a mixed solution mixed with the water. |
