The present invention relates to a movable or fixed integrated car number recognizer, and a detecting system using the same. The detecting system regulates an illegal parking and stopping vehicle by using an integrated car number recognizer by sequentially performing: a first step of recognizing a car number and collecting GPS information by the integrated car number recognizer; a second step of excluding a driving car number through location-based car number extraction by the integrated car number recognizer; a third step of correcting the recognized car number based on a voice recognition by the integrated car number recognizer; a fourth step of transmitting the car number and the GPS information to a central server through a network by the integrated car number recognizer; and a fifth step of providing, by the central server, a warning text service when performing a first regulation on the received car number and the GPS information and inquiry information on a default vehicle/stolen vehicle, and determining, as illegal parking when the first regulation is consecutively performed twice to be verified as a second regulation. |
