The present invention relates to an apparatus and a method for controlling power in an offshore plant wherein a vessel monitoring and control system (VMS) considers regenerative power to calculate a power limit to transmit the power limit to a drilling control system (DCS). According to an embodiment of the present invention, the apparatus for controlling power in an offshore plant comprises: a VMS to use current generation power of the offshore plant, regenerative power stored in a power storage unit, and current consumption power to calculate power limits for a plurality of motors of drilling equipment; and a drilling equipment controller to receive the power limits for the motors of the drilling equipment from the VMS, and receive a command for the drilling equipment from a worker to transmit a power limit signal according to the received power limits and the inputted command to a variable frequency drive (VFD). The power storage unit stores the regenerative power generated by the motors.
