PROBLEM TO BE SOLVED: To make services using cards safely and easily usable.SOLUTION: A user terminal 12 includes: a storage unit 124 for storing a user ID as second user identification information to identify a user; an acquisition unit 126 for acquiring a user ID as first user identification information to identify a user from a card 11 via a short-range wireless communication unit 122 to perform short-range wireless communication when the card 11 gets close; and a determination unit 127 for determining whether or not the acquired user ID and the user ID stored in the storage unit 124 satisfy a prescribed condition. A card management server 2 includes a state control unit 26 for setting a state indicating the availability of a service to a usable state if the determination unit 127 determines that they satisfy the prescribed condition.SELECTED DRAWING: Figure 6 |
