The present invention relates to an apparatus for transmitting an image and an apparatus for receiving an image having a function of data rate synchronization. The apparatus for transmitting an image includes: an image compressing unit for compressing an original image; a packet generating unit for generating a packet signal including an image signal compressed by the image compressing unit and a test signal for measuring quality of the signal; a first transmitting unit for transmitting the packet signal generated by the packet generating unit; a first receiving unit for receiving a signal from the apparatus for receiving an image which receives data of the first transmitting unit; a control signal extracting unit for extracting a control signal among signals received by the first receiving unit; and an image compression controlling unit for controlling an image compressing mode of the image compressing unit by using the control signal extracted by the control signal extracting unit. According to the apparatus for transmitting an image and the apparatus for receiving an image, an optimum transmission bandwidth according to a current state of a cable is secured by measuring the quality of a signal at the apparatus for receiving an image using the cable and by controlling an extracting rate of the image in a dynamic way.
