PROBLEM TO BE SOLVED: To provide a battery control device, battery control method and battery control program capable of concurrently achieving assurance of required electric power at disaster occurrence and reduction in power cost.SOLUTION: A battery control device 12 includes: a power storage body 20; calculation means 34 for calculating a target charge capacity of the power storage body in accordance with a risk index obtained by indexation of the degree of a disaster risk; and control means 36 for controlling charge and discharge of the power storage body on the basis of the target charge capacity. The risk index is calculated on the battery control device side on the basis of at least predetermined disaster information transmitted from a predetermined external apparatus.SELECTED DRAWING: Figure 2
