The present invention relates to a skin whitening cosmetic composition and, more specifically, to a skin whitening cosmetic composition comprising an extract of Clematis mandshurica Ruprecht flowers. The composition of the present invention effectively inhibits tyrosinase activity essentially acting in a process of the biosynthesis of melanin, and melanogenesis therefrom, thereby being used as a skin whitening cosmetic composition.
