<P>PROBLEM TO BE SOLVED: To provide a polymeric water treatment membrane which further improves water treatment efficiency while securing mechanical strength and water permeability or the like, and provide a water treatment method which achieves efficient water treatment and maintenance. <P>SOLUTION: The polymeric water treatment membrane includes a hollow fiber membrane having a lamination structure of a layer formed of a vinyl chloride copolymer containing a building block derived from a vinyl chloride monomer and a hydrophilic monomer, and a layer formed of vinyl chloride resin.
