PROBLEM TO BE SOLVED: To provide a heavy construction enabling a road to be used in a desired condition.SOLUTION: A heavy construction 10 comprises: a ground-based block body 20; an underground block body 30; and an inserting joint members 51a,51b, which protrude from a lower face 50 of the ground-based block body 20 and can be inserted into concavities 32a,32b formed on the underground block body 30. The heavy construction also has a first cutout part 52a and a second cutout part 52b to which a first fork and a second fork of a fork lift can be inserted, respectively, which are formed on the lower face 50 of the ground-based block body 20 in a direction intersecting with a travel direction of a road. The underground block body 30 is installed underground so that its upper face 31 is flush with a road surface 5.
