The present invention relates to an intelligent house monitoring device for home use which can communicate with a portable electronic device and an upper monitoring center. The present invention comprises: a body with a tracking device supporter for supporting and charging a portable tracking device while the device is on the supporter to grasp the location of a user who carries the portable electronic device; a support member to fixate the body; a control unit where genuine ID for identifying the device and receiving information about the location of the house is recorded, containing a micro-controller unit (MCU); an outer mounted dual antenna with a communication module of 2.4GHz bandwidth and a communication module of 400MHz bandwidth for stable communication with the portable electron device; and an embedded antenna with an LTE communications module to wirelessly transmit the information received from the portable electron device and location information of a house to the upper monitoring center. Particularly, the control unit can automatically convert the communication module of 2.4GHz bandwidth to the communication module of 400MHz bandwidth in case that communication is impossible because of obstacles in providing services.
