PROBLEM TO BE SOLVED: To perform pulverization of powder of bamboo or the like and classification simultaneously.SOLUTION: A powder manufacturing apparatus comprises: a second fine pulverization part 20 for pulverizing powder of a first particle diameter pulverized by a first fine pulverization part 10 into powder of a second particle diameter which is smaller than the first particle diameter; and a collection part 30 for collecting the powder of the second particle diameter. The first fine pulverization part 10 comprises a first mesh 14 disposed so as to surround the periphery of a first chip saw 13, and a first housing 16 disposed so as to provide a space 15 between the periphery of the mesh 14 and the first housing. The second fine pulverization part 20 comprises: a rotatably-driven second chip saw 23 in which a plurality of chip saws 22 are disposed apart from each other in a second drive shaft 21; a second mesh 24 disposed so as to surround the periphery of the second chip saw 23; and a second housing 26 that surrounds the periphery of the second mesh 24 and is disposed so as to provide a space 25 between the periphery of the second mesh 24 and the second housing.
