Since the abnormality detection unit 35 is able to detect abnormality at system startup time, the fuel cell system 100 can be prevented from being operated while there is airtightness-related abnormality. Furthermore, since the abnormality detection unit 35 is able to detect abnormality quickly because, when the outlet side of the hydrogen production apparatus 1 is closed while reforming is carried out at system startup time, the pressure rises in a short time, and since there is a distinct difference in pressure when there is abnormality and when abnormality is nonexistent, abnormality can be detected accurately.
