Disclosed are a method and a device to form a web 3.0 smart Internet-of-Things platform for the prevention of avian influenza and foot-and-mouth disease. The method to form a web 3.0 smart Internet-of-Things platform includes: a step of obtaining image information about at least one among birds and domestic animals by using an image photographing device; a step of detecting characteristics of each target from the obtained image information to normalize the characteristics; and a step of confirming a health condition of the target by comparing the normalized target to characteristics, pre-stored in a database.
