PROBLEM TO BE SOLVED: To provide a wavelength conversion member capable of improving light emission intensity per unit area emitted from the wavelength conversion member and to provide a light-emitting device.SOLUTION: The wavelength conversion member includes: a phosphor layer 2 having an incident plane 2b to which excitation light 6 is incident and an emission plane 2a from which fluorescent light 7 generated by wavelength conversion of the excitation light 6 is emitted; and a reflection film 3, provided at a part of the emission plane 2a, for reflecting the fluorescent light 7 that is about to emit from the emission plane 2a back to the phosphor layer 2.SELECTED DRAWING: Figure 3
