PROBLEM TO BE SOLVED: To preferably provide an energy recognition type resource management of a distribution type computing system.SOLUTION: A resource manager 200 is configured to: manage a plurality of computers 101, in which each computer is operable by one of a plurality of power configurations including a high power configuration or one or plurality of low power configurations; exchange a message with a resource manager proxy 201; respond to a notification of a change in execution state of an application from the resource manager proxy; determine a power configuration applicable to collection of the computer of the resource manager proxy or the computer in the process of running the application; and notify the resource manager proxy 201 of the determined power configuration. The resource manager proxy 201 is configured to determine whether to implement a change.
