PROBLEM TO BE SOLVED: To provide a method capable of forming uniform and high open cell ratio foam rubber by an elution method, and thereby stably manufacturing a thermal fixation rubber roller having excellent fixability at an inexpensive price, and also to provide a rubber roller manufactured with such a method.SOLUTION: A method for manufacturing a thermal fixation rubber roller includes: a step of disposing a rubber layer consisting of a silicone rubber composition containing water soluble sugar powder and triethylene glycol at an outer periphery of a metallic core shaft; and a step of vulcanizing the rubber layer and then eluting and removing the sugar powder and the triethylene glycol to obtain a form rubber layer.
