Provided is a dynamic virtual machine provisioning method in consideration of total service cost of a service provider to decide an amount of resource provision. According to an embodiment of the present invention, the dynamic virtual machine provisioning method comprises: a step of anticipating an amount of user demand for a next service; and a step of calculating a service resource preparation amount for the next service to maximize benefit of the service provider by using an expected result value. According to the present invention, in the step of calculating the service resource preparation amount, the only under-provisioning situation is considered to calculate the service resource preparation amount. The present invention can satisfy QoS of a user, and increase benefit of the service provider.
