Disclosed are a method and an apparatus for classifying packets by using an area-based quad trie (AQT) based on leaf-pushing. The method for classifying packets comprises: receiving AQT composed of a plurality of first nodes stored with a rule and a plurality of second nodes not stored with the rule; and generating AQT based on leaf-pushing by having the first nodes located on a leaf of the AQT.
