PROBLEM TO BE SOLVED: To provide a hydrogen production apparatus and a hydrogen production method by which energy efficiency of the apparatus as a whole can be improved by improving efficiency of energy used for a dehydrogenation reaction.SOLUTION: The hydrogen production apparatus includes: a dehydrogenation reactor 10 that decomposes MCH (methyl cyclohexane) into hydrogen and a dehydrogenated substance by heating; an evaporator 12 that evaporates MCH (L2) prior to being input to the dehydrogenation reactor 10 by using a heat medium discharged from the dehydrogenation reactor 10; and a preheater 11 that is positioned at a front stage of the evaporator 12 and preheats MCH (L1) prior to being input into the dehydrogenation reactor 10 by using a dehydrogenation reaction product V4 comprising the hydrogen and the dehydrogenated substance produced by the dehydrogenation reactor 10.
