PROBLEM TO BE SOLVED: To prevent reduction of flexibility of resource allocation in a base station without increasing a blind decoding frequency of a terminal even when DCI for the terminal under the control of the base station is transmitted by using a PDCCH area and an R-PDCCH area.SOLUTION: A search space setting part (103) sets a search space defined by plural decoding target candidates as decoding targets at a terminal each of which is constructed by one or plural control channel elements (CCE), and an allocation part (108) disposes a control channel in any one of the plural decoding target candidates contained in the set search space and transmits the control channel to the terminal. At this time, the joint number of CCEs constituting the decoding target candidates and the number of the decoding target candidates are associated with each other, and the search space setting unit (103) varies the association between the joint number of CCEs constituting the decoding target candidates and the number of the decoding target candidates according to the control channel to be transmitted.
