PROBLEM TO BE SOLVED: To provide a water soluble curing agent- and/or curing accelerator-including capsule excellent in solvent resistance and capable of forming a cured article having less void by processing a curing reaction quickly during curing without reducing storage stability and thermal stability of a thermosetting resin composition when blended with the thermosetting resin composition, a manufacturing method of the water soluble curing agent- and/or curing accelerator-including capsule and the thermosetting resin composition containing the water soluble curing agent- and/or curing accelerator-including capsule.SOLUTION: There is provided a water soluble curing agent- and/or curing accelerator-including capsule including a water soluble curing agent and/or a curing accelerator having a solubility to water of 5 wt.% or more as a core agent in a shell and the shell has at least an inner layer containing a water soluble polymer and an outer layer containing a hydrophobic polymer.
