PROBLEM TO BE SOLVED: To provide a partially hydrolyzed condensate or an ink-repelling agent, from which such a negative photosensitive resin composition can be prepared that allows formation of a partition wall with good ink repellency on an upper surface thereof and good UV/Oresistance and that has good alkali solubility, to provide a negative photosensitive resin composition from which a partition wall can be formed with good ink repellency on an upper surface thereof, to provide a cured film and a partition wall capable of holding the ink repellency in a good condition even after subjected to a UV/Oirradiation treatment, and to provide an optical element in which an ink can be uniformly applied in a dot.SOLUTION: The partially hydrolyzed condensate is obtained from a mixture comprising: a first hydrolyzable silane compound having a fluoroalkylene group and/or a fluoroalkyl group and a hydrolyzable group and having no acidic group; and a second hydrolyzable silane compound having an acidic group and a hydrolyzable group.
