<p><P>PROBLEM TO BE SOLVED: To provide a communication system, a communication device, a communication method and a computer program which perform load distribution. <P>SOLUTION: A client device determines whether or not an inquiry condition is satisfied (S12) by referring to a preliminarily stored load distribution table and determining whether or not it is a time zone in which own device can perform downloading, and inquires whether or not content to be downloaded exists to a server device (S13) when the inquiry condition is satisfied (S12:YES). When a notification indicating that the content to be downloaded exists is received from the server device, timing to perform downloading is set (S16) and inquiry about a storage place of the content is performed (S18).
