PROBLEM TO BE SOLVED: To improve operability as well as prevent stains due to malfunction by locking each position for waiting and sealing, and also to prevent positional deviation in a circumferential direction from occurring during sealing operation by locking at the sealing position. SOLUTION: A side end of a position fixing projection installed on the inner circumference of a groove for vertical movement and a side end of a rotation regulating protruding piece are engaged with each other in the rotating direction. As a result, in a seal, the rotation of an insert 3 is locked at the sealing position where the insert 3 is able to move vertically or at the waiting position where the insert 3 is unable to move vertically.
