PROBLEM TO BE SOLVED: To prevent a request message from being transmitted to a WWW (World Wide Web) server not through a relay server while suppressing increase of a load of the relay server. SOLUTION: A processing part 201 generates an HTTP (Hyper Text Transfer Protocol) request including a URL (Uniform Resource Locator) inside a WWW content, and transmits the HTTP request. A detection part 202 detects whether a target request including the URL wherein a host name of the WWW server is described as a destination is generated or not. A stop part 203 stops the transmission of the target request by the processing part 201 when detecting that the target request is generated. Thereafter, a resumption part 204 rewrites the URL included in the target request to a relaying URL for relaying the relay server 3, and makes the processing part 201 transmit the target request message wherein the URL is rewritten.
