<p><P>PROBLEM TO BE SOLVED: To provide an operation recording and evaluating apparatus for vehicles that allows a manager or the like other than a driver to objectively and easily recognize the state of dangerous driving when each driver is driving, thus reducing the effort required to evaluate driving. <P>SOLUTION: Driving situation information obtained through monitoring by a driving condition evaluation unit 27 during driving is stored by a digital tachograph 30 in time series, and if the driving condition evaluation unit 27 recognizes the state of dangerous driving based on the driving situation information, a trigger signal SG 5 is output. Then based on the trigger signal SG 5, the digital tachograph 30 adds and records a mark (flag) to the driving situation information at the time when the state of dangerous driving occurs.
