PROBLEM TO BE SOLVED: To provide: a Mach-Zehnder optical waveguide including a compact low-loss optical waveguide; and an optical modulator which includes the Mach-Zehnder optical waveguide, modulates light emitted into the optical waveguide by high-frequency electrical signal, and emits the light as an optical signal pulse. SOLUTION: The ridge Mach-Zehnder optical waveguide is provided with: an input optical waveguide; an output optical waveguide; a branch optical waveguide connected to the input optical waveguide and the output optical waveguide, to which light from the input optical waveguide is inputted or from which light is outputted to the output optical waveguide; an arm connected to the branch optical waveguide and formed on a curve having a radius of curvature; and a groove made by digging down a part of a substrate along the arm, are formed on the substrate. The arm substantially does not have the formed groove in the vicinity of the root of the arm, and the radius of curvature of the arm in the region where the groove is not substantially formed, is larger than the radius of curvature of the arm in the region where the groove is formed.
