<p><P>PROBLEM TO BE SOLVED: To provide an image processing apparatus for obtaining an image in which a sharp subject and a background blurred correspondingly to movement of the subject are combined without any sense of incompatibility, and to provide an imaging apparatus including the image processing apparatus. <P>SOLUTION: A panning processing unit 50a includes: a background/subject specifying section 51 for specifying a background area and a subject area in each of consecutively photographed images and outputting background area information and subject area information; a background image producing section 52 for producing a background image based on the background area information; a subject image producing section 53 for producing a subject image based on the subject area information; a move information calculating section 54 for calculating move information of the subject; a background image correcting section 55 for performing correction to blur the background image based on the move information; and a combination section 56 for combining the subject image with the corrected background image.
