PROBLEM TO BE SOLVED: To provide a communication terminal connection management system which becomes available just after getting in a vehicle again, without performing one-sided disconnection control. SOLUTION: The communication terminal connection management system is configured to manage a radio communication connection between an on-board device mounted in a vehicle and a communication terminal carried onto the vehicle. The communication terminal connection management system has a receiving part (120) for performing radio communication with the communication terminal, and seat sensors (131, 132, 133, 134) provided on seats in the vehicle, and manages the connection with the communication terminal based on a detection state of the communication terminal in the receiving part (120) and detection states in the seat sensors (131, 132, 133, 134).
