PROBLEM TO BE SOLVED: To display a mask image which is photographed by a monitoring camera and to which mask processing for privacy protection is performed on a monitor, and to instantaneously switch it to a source image for which the mask processing is removed in emergency. SOLUTION: A camera device 100 includes: a mask processing part 106 for mask-processing the protection object range of photographed image signals and turning them to mask image signals; and an image composition part 108 for switching the source image signals before the mask processing and the mask image signals for each field to generate composite image signals. A recording and reproducing device 200 includes an image selection processing part 204 for: separating the fields of the source image signals and the mask image signals from the composite image signals transmitted from the camera device or the composite image signals recorded in a recording medium and reproduced; and selecting the field of one of the separated image signals corresponding to the instruction of a user to output it to the monitor 300.
