<P>PROBLEM TO BE SOLVED: To provide a plasma display panel capable of reducing a sustain discharge voltage. <P>SOLUTION: A plasma display panel includes a front plate and a back plate arranged to face the front plate. The front plate includes: a display electrode; a dielectric layer 9 covering the display electrode; and a protective layer 10 covering the dielectric layer 9.
