PROBLEM TO BE SOLVED: To determine a connection destination cell of a terminal in a manner to increase the communication capacity of an overall system, while considering a communication capacity to be allocated to the terminal.SOLUTION: A communication control device determines which of a first base station device, which uses a first frequency band, and a second base station device, which uses a second frequency band, is to communicate with each of a plurality of terminals. The communication control device acquires information of a first communication capacity which each of the plurality of terminals requests, to calculate, for each of the plurality of terminals, a second communication capacity in a first cell and a third communication capacity in a second cell. Then, the communication control device determines, as a capacity to be achieved for each of the plurality of terminals, a smaller value between the first communication capacity and the second communication capacity for a terminal to be connected to a first base station device, and a smaller value between the first communication capacity and the third communication capacity for a terminal to be connected to a second base station device. Based on the total sum thereof, the communication control device determines a base station device of a connection destination. |
