<p><P>PROBLEM TO BE SOLVED: To improve accuracy in optical coupling between a through-hole part of an optical wiring board and an optical waveguide of a mounting board by improving horizontal accuracy of the optical wiring board. <P>SOLUTION: An optical wiring board 1 includes: an insulating base 11; a through-hole part 12 that is provided at the insulating base 12; and a mounting-purpose pad 13 that is provided on an undersurface of the insulating base 11. The insulating base 11 has an upper surface that includes: a mounting area of a photoelectric conversion element 11; and a mounting area of an electronic element 3 to be electrically connected to the photoelectric conversion element 2. The optical through-hole part 12 is arranged at a location just below the mounting area of the photoelectric conversion element 2, and is provided in a vertical direction within the insulating base 11. The insulating base 11 has multiple legs 11 extending downward, and one leg 11c<SB POS="POST">1</SB>out of the legs 11c is arranged at a location just below the mounting area of the photoelectric conversion element 2.
