<p><P>PROBLEM TO BE SOLVED: To provide a non-magnetic toner for developing an electrostatic charge image configured to form an image with excellent charging characteristics and stress resistance without scumming, while maintaining low-temperature fixability, and to provide the manufacturing method, a developer including toner, a toner container, a process cartridge, and an image forming device. <P>SOLUTION: In dry-type electrostatic charge image developing toner, the core-shell structure toner base particle contains at least binder resin and colorant, is granulated by an aqueous medium, and includes a core material and a shell material covering the core material. The core material is mainly composed of polyester resin. At least two or more kinds of resin fine particles are used for the shell material.
