In the chemical formula, R contains one or more elements selected from the rare earth series or the lanthanide series, E contains one or more elements selected from the alkaline earth metal series, T contains one or more elements selected from transition metals, O is oxygen and δ is 0 or a positive real number equal to or less than 1 making the compound of the chemical formula 1 electrically neutral.
