<p><P>PROBLEM TO BE SOLVED: To alleviate problems arising when the transmission power of a base station device is changed during communications between the base station device and a terminal device. <P>SOLUTION: A processor in a base station device 1 executes: power change processing S1-3 that changes the transmission power for data signals transmitted by the base station device 1; and transmission processing S1-4 that transmits to the terminal device a change request requesting the terminal device to change a power parameter indicative of the size of the transmission power.
