<p><P>PROBLEM TO BE SOLVED: To provide a method for removing oxide scales by electropolishing not employing an electrode in a brush state and does not generate toxic gas, and an apparatus thereof. <P>SOLUTION: The apparatus for removing the oxide scales is used for removing the oxide scales generated at a welded part 50 of stainless steel 5 by electropolishing and includes an apparatus body 1 and an electrolyte 10. As the electrolyte 10, an aqueous neutral salt solution is used which is obtained from one of or a combination of at least two of a citric acid, a tartaric acid, a malic acid, a lactic acid and a sodium salt, a potassium salt, and an ammonium salt thereof. The apparatus body 1 includes a power supply part 2 and electrodes 3 and 4 disposed at ends of two cords 23 and 24, respectively, whose cords are drawn from output terminals 21 and 22 of the power supply part 2. One electrode 3 can be connected to stainless steel 5.
