A cosmetic preparation containing a polyfunctional composite powder which has all of a) satisfactory adhesion, b) satisfactory spreadability (extensibility), c) moderate glossy feeling, d) even cosmetic film, e) moderate hiding property (covering power), f) cosmetic film which does not outshine, g) sameness of the apparent color of cosmetic preparation with the tone of cosmetic film, h) satisfactory soft-focus effect, i) satisfactory ultraviolet-shielding properties, etc. The composite powder comprises a flaky base, particles which comprise fine titanium oxide particles and are fixed to the surface of the base, and a composite oxide containing titanium and iron with which the particle-possessing base is covered. Those fine particles may further include fine iron(III) oxide particles.
