PROBLEM TO BE SOLVED: To solve the problem that an internal resistance of a battery can not be obtained under such a condition that the battery is charged/discharged with constant current. SOLUTION: When judgement is made that the charging/discharging current of the battery is continued for a prescribed period or more in a state being within a prescribed range, the internal resistance of the battery is estimated based on the elapsed time after detecting switching of charging and discharging the battery.
