PROBLEM TO BE SOLVED: To provide an intermediate transfer body as a resin belt, used for an intermediate transfer system image forming apparatus, which can be manufactured easily, and which has proper surface strength, especially, proper bending durability and resistance to creeping, and whose transfer quality is improved, and to provide an image forming method and an image forming apparatus that uses the intermediate transfer body. SOLUTION: The intermediate transfer body is used for the image forming apparatus, where a toner image carried by an electrostatic latent image carrier is transferred primarily to the intermediate transfer body, thereafter, the toner image is transferred secondarily, from the intermediate transfer body to a transfer material. The intermediate transfer body 70 includes at least a base material layer 701 and a surface layer 702; the glass transition temperature of the base material layer is 180°C or lower; and the main components of the surface layer are resin that has been cured with the irradiation of active light beams.
