PROBLEM TO BE SOLVED: To provide a rolling member and a rolling bearing capable of sufficiently suppressing hydrogen embrittlement flaking while suppressing rising of manufacturing costs. SOLUTION: An outer ring 11, an inner ring 2, and a ball 13 being the rolling member are composed of steel containing 0.25-0.65mass% carbon, 0.15-0.35mass% silicon, and 0.6-0.9mass% manganese, wherein the rest is comprised of iron and unavoidable impurities and a chromium content is suppressed at 0.3mass% or less, and a nitrogen enriched layer is formed in a surface layer part.
