PROBLEM TO BE SOLVED: To form row(s) of cuts in a film in the left-right direction by pinching a part in the fore-and-aft direction in the specified position across the left-right width of the film by a rotary disc-shaped blade and a roll member, perform the film cutting process to cut the left-right direction of the cut in the fore-and-aft direction by a cutting blade efficiently with less labor, and suppress the cost. SOLUTION: Either of the rotary disc-shaped blade 13 and the roll member 12 is supported through a first supporting part 11 on a first straight shaft member 8 directed to the left and right, and the cutting blade 26 is supported through a second supporting part 25 on a second straight shaft member 19 directed to the left and right. The first 8 and the second supporting part 25 have respective opened ring-shaped parts 11b and 25c, while the fist 8 and the second left-right directed straight shaft member 19 have major diametric portions 8a and 19a to admit close fitting of the opened ring-shaped parts 11b and 25c and minor diametric portions 8b and 19b, respectively, adjoining to the major diametric portions and having a smaller diameter than that of the major diametric portion.
